The procedures and required documents for obtaining safety confirmation for household chemical products are as follows. This procedure is carried out in accordance with the Act on the Safety Management of Household Chemical Products and Biocides, and is largely divided into two stages: Testing · Inspection and Reporting.

 

 

Stage 1: Safety Standard Conformity Confirmation (Testing · Inspection)

 

This is the procedure to confirm whether the product to be imported conforms to Korea's safety standards by entrusting it to an accredited testing · inspection institution.

 

Required Documents and Samples (to be submitted to the testing · inspection institution)

 

  • Application for Safety Confirmation of Household Chemical Products Subject to Safety Confirmation: Filled out according to the statutory form

  • Product Information Sheet for Safety Standard Conformity Confirmation

  • Data on Product Ingredients and Blending Ratio: The ingredients and blending ratio of all substances contained in the product must be detailed. In the case of mixtures, MSDS (Material Safety Data Sheet) may be required.

  • Affirmation of Non-inclusion · Non-use of Chemical Substances

  • Copy of Business Registration Certificate

  • Actual Product Samples: 4 or more finished products for testing · inspection (must be finished products including at least the container)

  • When using a high-pressure gas container: Design stage inspection pass certificate or a copy of the KC mark in accordance with the 「High-Pressure Gas Safety Control Act」

  • Products subject to child-resistant packaging: Child-resistant packaging inspection report

  • Contract-manufactured products: Documents proving the consignment, such as a copy of the consignment agreement

 

 

Stage 2: Safety Standard Conformity Reporting

 

After receiving the Safety Standard Conformity Confirmation Report from the testing · inspection institution, this is the procedure to report it to the Ministry of Environment. This process is mainly conducted online through the **Chemical Product Management System (chemp.me.go.kr)**.

 

Required Documents (to be uploaded to the online system)

 

  • Safety Standard Conformity Report

  • Copy of Safety Confirmation Report for Household Chemical Products Subject to Safety Confirmation: Document issued by the testing · inspection institution in Stage 1

  • Product Information Sheet for Reporting: Product information such as product name, formulation, weight · volume

  • Ingredients and Blending Ratio of All Contained Substances in the Product: Same content as the data submitted to the testing · analysis institution

  • Product Photos and Label Samples: Contents and photos of the actual product label

 

The report must be completed within 30 days from the date of receiving the safety standard conformity confirmation result.

Upon completion of the reporting, a certificate of report will be issued, and this certificate is required to clear customs and distribute the product.

For reference, since the validity period of such safety confirmation results is 3 years, the renewal procedure must be initiated 90 days before the expiration of the validity period.
