The procedures and required documents for safety confirmation of household chemical products are as follows. This procedure is carried out in accordance with the Act on the Safety Control of Household Chemical Products and Biocides, and is largely divided into two stages: testing · inspection and reporting.

 

 

Stage 1: Confirmation of Compliance with Safety Standards (Testing · Inspection)

 

This is a procedure to verify whether products intended for import comply with Korean safety standards by entrusting them to an accredited testing · inspection agency.

 

Documents and Samples to be Submitted (to Testing · Inspection Agency)

 

  • Application Form for Confirmation of Safety-Controlled Household Chemical Products: Filled out according to the statutory form

  • Product Information Document for Confirmation of Compliance with Safety Standards

  • Material Composition and Blending Ratio Data for the Product: The composition and blending ratio of all substances contained in the product must be detailed. For mixtures, MSDS (Material Safety Data Sheet) may be required.

  • Affirmation of Non-Inclusion · Non-Use of Chemical Substances

  • Copy of Business Registration Certificate

  • Actual Product Samples: 4 or more finished products for testing · inspection (must be a finished product including the container)

  • When using high-pressure gas containers: Certificate of design stage inspection pass or copy of KC Mark in accordance with the 「High-Pressure Gas Safety Control Act」

  • Products subject to child-resistant packaging: Child-resistant packaging test report

  • Consignment manufactured products: Documents proving the consignment, such as a copy of the consignment agreement

 

 

Stage 2: Reporting Confirmation of Compliance with Safety Standards

 

This is a procedure to report the Safety Standards Compliance Confirmation Result Report to the Ministry of Environment after receiving it from a testing · inspection agency. This process is primarily conducted online through the **Chemical Products Management System (chemp.me.go.kr)**.

 

Documents to be Submitted (Upload to Online System)

 

  • Safety Standards Compliance Confirmation Report Form

  • Copy of Safety-Controlled Household Chemical Product Confirmation Result Report: Document issued by the testing · inspection agency in Stage 1

  • Reported Product Information Document: Product information such as product name, formulation, weight · volume

  • Composition and Blending Ratio of All Contained Substances in the Product: Same content as the data submitted to the testing · analysis agency

  • Product Photos and Label Samples: Contents and photos of the actual product label

 

The reporting must be completed **within 30 days from the date of receiving the safety standards compliance confirmation result**.

Upon completion of the report, a reporting certificate will be issued, and this certificate is required to clear customs and distribute the product.

For reference, the **validity period** of such safety confirmation results **is 3 years**, so the renewal procedure must be initiated from 90 days before the expiration date.
