The Korea Customs Service (KCS) recently revised the "Notice on Registration and Management of Personal Customs Clearance Codes and Overseas Vendor Codes." **Starting in 2026, a validity period (1 year) will be introduced for the Personal Customs Clearance Code (PCCC), and the system will be changed to require annual renewal.**
This revision took effect on June 18 and is scheduled to be fully implemented in 2026 following electronic system improvements.
1. Why is the Personal Customs Clearance Code changing to a renewal system?
The Personal Customs Clearance Code (PCCC) is a unique number used in place of a Resident Registration Number or Alien Registration Number when clearing personal items, such as for overseas direct purchases. It has been utilized as an effective means to prevent the leakage of personal information.
However, it has been pointed out as a problem that, previously, once a code was issued, it could be used continuously without renewal. Over time, it became difficult to reflect the importer's latest personal information, making it hard to recognize or respond to identity theft in a timely manner.
This revision is intended to resolve these issues, enhance the validity and safety of the PCCC, block illegal activities, and protect personal information more thoroughly.
2. What will change starting from 2026? (Validity Period and Renewal Method)
There are two main core components of this revision.
① Introduction of Validity Period (1 year) and Periodic Renewal:
- New applicants after 2026: A 1-year validity period will apply based on the issuance date.
- Existing applicants before 2026: The expiration date will be set to the individual's birthday in 2027.
- Renewal method: If the code is not renewed within 30 days before or after the expiration date, the PCCC will be automatically deactivated.
However, if personal information is changed or the code is reissued within the validity period, the validity will be automatically extended for one year from the date of the change.
② Introduction of Ex-officio Suspension/Termination and User-Led Deactivation:
If circumstances of PCCC theft are confirmed, the customs code administrator can suspend the use of the code ex-officio. Additionally, a procedure will be established for users to voluntarily deactivate their code if they wish, allowing for the proactive blocking of unauthorized use and minimizing damage.
③ Strengthened Recording of Personal Information: When applying for a PCCC, applicants must provide detailed personal information without omission, including English name, nationality, and multiple addresses. This will further strengthen the foundation for identity verification and validation.
3. When will it be applied, and where can I renew it?
These revised matters will be **fully introduced starting in 2026** after electronic system improvement work. All tasks such as renewal, information change, and reissuance of the PCCC can be applied for through the Korea Customs Service's electronic clearance system (UNI-PASS: https://unipass.customs.go.kr) or at a nearby customs office.
The Korea Customs Service explained that while the public may experience some inconvenience due to this revision, it is a minimum regulation to properly manage import clearance and block illegal activities. As this is a necessary measure for a safe overseas direct purchase environment and personal information protection, please do not forget to renew your PCCC starting from 2026!
