The procedures and required documents to obtain safety confirmation for household chemical products are as follows. This procedure is conducted in accordance with the Act on Safety Management of Household Chemical Products and Biocides and is largely divided into two stages: Testing & Inspection and Reporting.

 

1. Stage 1: Confirmation of Compliance with Safety Standards (Testing & Inspection)

 

This is the procedure to verify whether the product to be imported complies with Korea's safety standards by requesting an authorized testing and inspection agency.

 

Required Documents and Samples (To be submitted to the testing/inspection agency)

 

  • Application for Confirmation of Household Chemical Products Subject to Safety Confirmation: Completed in the prescribed legal format.

  • Product Information Sheet for Confirmation of Compliance with Safety Standards

  • Data on Product Ingredients and Mixing Ratios: Detailed information on the ingredients and mixing ratios of all substances contained in the product must be provided. For mixtures, MSDS (Material Safety Data Sheet) data may be required.

  • Pledge of Non-Inclusion and Non-Use of Chemical Substances

  • Copy of Business Registration Certificate

  • Actual Product Samples: At least 4 finished products for testing and inspection (must be finished products including the final container).

※ Additional Documents (If applicable)

  • When using high-pressure gas containers: A copy of the design stage inspection certificate or the KC mark in accordance with the High Pressure Gas Safety Control Act.

  • Products subject to child-resistant packaging: Child-resistant packaging inspection report.

  • Contract-manufactured products: Data proving the consignment, such as a copy of the consignment contract.

 

2. Stage 2: Reporting Confirmation of Compliance with Safety Standards

 

This is the procedure to report the Confirmation Result of Compliance with Safety Standards received from the testing/inspection agency to the Ministry of Environment. This process is primarily conducted online through the Chemical Product Management System (chemp.me.go.kr).

 

Required Documents (To be uploaded to the online system)

 

  • Reporting Form for Confirmation of Compliance with Safety Standards

  • Copy of the Confirmation Result of Household Chemical Products Subject to Safety Confirmation: The document issued by the testing/inspection agency in Stage 1.

  • Information Sheet for Products Subject to Reporting: Product information such as product name, formulation, weight, and volume.

  • Ingredients and Mixing Ratios of All Contained Substances: Same content as the data submitted to the testing/analysis agency.

  • Product Photos and Labeling Samples: Photos of the actual product and the contents displayed on the label.

 

Reporting must be completed within 30 days from the date of receiving the confirmation result of compliance with safety standards.

Upon completion of the report, a reporting certificate is issued. This certificate is required for customs clearance and distribution of the product.

For reference, the validity period of these safety confirmation results is 3 years; therefore, the renewal process must be initiated starting from 90 days before the expiration date.
