Even if the products share the same batch (manufacturing) number as previously imported goods, a new issuance number must be obtained for each transaction, and these numbers cannot be reused.

  • Risk Mitigation: Preventing the entry of counterfeit goods or products that may have deteriorated during non-official distribution channels.
  • Verification: Validating that each specific shipment conforms to safety and quality requirements at the time of entry.


Key Operational Procedures

The KPTA is the designated authority for confirming the identity of parallel imported cosmetics. Importers must adhere to the following criteria:

  • Per Shipment Basis: If you import a specific batch number today and the same batch number again next month, separate identity testing is mandatory for both shipments.
  • Per Batch Basis: If a single shipment contains multiple batch numbers, identity confirmation must be obtained for each individual manufacturing number within that shipment.


Standard Customs Clearance Advance Report

The identity testing issuance number serves as a unique identifier that must be included in the Standard Customs Clearance Advance Report. This number proves the validity of the identity check for a specific shipment and confirms the product's status at that point in time. Because it is tied to a specific import instance, reusing a previous issuance number is strictly prohibited. This system ensures administrative transparency and traceability for every product entering the country.
