Driven by the 'Vision 2030' initiative, Saudi Arabia is rapidly modernizing its customs procedures. Key updates include the implementation of the ATA Carnet Online Customs Portal (effective June 2024) and the establishment of new duty-free allowances for arriving passengers.

Despite these modernizations, strict regulations regarding prohibited items based on Islamic law and local dress codes remain in effect. Please review this updated comprehensive guide to ensure a smooth entry.

1. Personal Effects and Duty-Free Allowances (2024–2025 Update)

The Saudi government has recently clarified duty-free limits to facilitate a smoother experience for international travelers:

  • General Allowance: Goods for personal use and gifts are exempt from duty if their total value does not exceed 3,000 SAR (approx. 800 USD).
  • Tobacco Products: Duty-free entry is permitted for up to 200 cigarettes (1 carton) per person.
  • E-cigarettes and Vaping: The import of e-cigarette devices and liquids (including those with nicotine) is permitted for personal use only. Bulk imports for commercial purposes are strictly prohibited. Note that devices must be carried in cabin baggage.

2. Currency and Precious Metals Declaration (60,000 SAR Threshold)

  • Declaration Requirement: Travelers carrying cash, traveler’s checks, precious metals (gold, silver, etc.), or gemstones with an aggregate value of 60,000 SAR (approx. 16,000 USD) or more must declare them.
  • Method of Declaration: It is highly recommended to complete an online advance declaration via the official ZATCA (Zakat, Tax and Customs Authority) website or its mobile application.
  • Penalties for Non-compliance: Failure to declare or providing false information may result in fines ranging from 25% to 50% of the value of the items, or potential seizure.

3. Business Travelers’ Checklist (Commercial Samples and ATA Carnet)

Since June 1, 2024, the digital transformation of the Saudi Customs Authority (ZATCA) has refined procedures for temporary imports.

  • Temporary Admission (ATA Carnet): For goods intended for re-export, such as exhibition items or trade show samples, travelers must obtain an ATA Carnet from their domestic Chamber of Commerce. Furthermore, a customs application must be submitted online to ZATCA to qualify for duty-free temporary admission.
  • Hand-carried Samples: While official thresholds can be subjective, it is generally recommended to carry fewer than 10 units. High-value items (e.g., watches, jewelry) are highly likely to be subject to import duties.
  • Digital Documentation: To avoid issues with large volumes of printed materials, business travelers are encouraged to carry soft copies of catalogs on USB drives or tablets.

4. Prohibited and Restricted Items (Islamic Law Compliance)

Saudi Arabia maintains extremely rigorous security screenings. Possession of prohibited items can lead to severe penalties, including detention or deportation.

  • Strictly Prohibited: Alcohol (all beverages containing alcohol), pork products, narcotics, pornography, and gambling equipment.
  • Religious and Political Material: Materials intended for proselytizing any religion other than Islam, and all materials related to Israel. (Please note that evidence of travel to Israel in your passport may result in denied entry).
  • Drones: Personal or commercial drones are prohibited unless prior authorization from the General Authority of Civil Aviation (GACA) is obtained.
  • Medicines: Travelers must carry a valid English prescription for all medications. Medications containing narcotic substances may be denied entry even with a prescription.

5. Dress Code and Etiquette Guidelines

While the legal requirement for women to wear an Abaya has been lifted, dressing in a manner that respects local social customs is still essential.

  • Women: Dress modestly, ensuring shoulders and knees are covered. Sleeveless tops and short skirts are prohibited in public spaces.
  • Men: Shorts are prohibited when visiting government offices or mosques. Trousers and professional attire are recommended.
  • Respect for Authority: It is critical to comply with instructions from customs officers and police. Emotional outbursts or non-compliance can be dangerous. In case of legal issues, contact the Embassy of the Republic of Korea immediately.

💡 Final Tips for Travelers

The immigration process in Saudi Arabia, including fingerprinting, typically takes about 30 minutes. While the E-Visa system has significantly accelerated entry, violations of dress codes or the attempted import of alcohol are met with zero tolerance. Ensure full compliance to avoid unnecessary complications.
