Unlike large corporations, SMEs often find it challenging to implement expensive Enterprise Resource Planning (ERP) systems; therefore, the Korea Customs Service (KCS) developed this system to be available without cost.

The ultimate goal of this system is to automatically determine complex FTA origin criteria based on internal corporate data (such as Bills of Materials and purchasing information) and to issue and store relevant supporting documents. This process reduces the risk of post-verification audits and enhances the FTA utilization rate. ② Automated Origin Determination
This function automatically calculates compliance based on entered data, applying the specific origin criteria for each agreement (e.g., Korea-US, Korea-EU, RCEP).

  • Agreement-specific Simulation: Allows users to simulate whether specific items can acquire originating status under various FTA agreements.
  • Application of Determination Algorithms: The system automatically executes complex logic, such as Change in Tariff Classification (CTC) and Regional Value Content (RVC), preventing human error.
  • Result Verification: Clearly presents the reasons for meeting or failing criteria, enabling cause analysis and supply chain management in the event of non-compliance.

③ Issuance and Circulation of Origin Evidence
This function generates and distributes necessary legal forms and supporting documents based on determination results.

  • Certificate Issuance: For certificates requiring agency issuance (Customs, Chamber of Commerce), the system links with the KCS Electronic Clearance System (UNI-PASS) for application and printing. It also supports the generation of self-issued Certificates of Origin.
  • Confirmation Circulation: Supports the issuance and online distribution of essential supply chain documents, such as the Confirmation of Origin (Master) and Domestic Manufacturing Confirmation, to partners.


3. Expected Benefits of Utilization

The most significant advantage of adopting FTA-PASS is ensuring the 'Reliability of Origin Management.' It prevents data omissions and calculation errors that can occur with manual management. Furthermore, using a system certified by the Korea Customs Service serves as a positive factor when responding to future origin verifications.
