Understanding the 2026 Annual Renewal Requirement for Personal Customs Clearance Codes (PCCC) Released

The Korea Customs Service (KCS) has recently amended the "Notification on Registration and Management of Customs Clearance Codes and Overseas Business Partner Codes." Consequently, starting in 2026, a validity period (1 year) will be introduced for Personal Customs Clearance Codes (PCCC), requiring annual renewal.

While this amendment became effective on June 18, it is scheduled for full implementation in 2026 following necessary computerized system improvements.



1. Why is the PCCC Renewal System Being Introduced?

The Personal Customs Clearance Code (PCCC) is a unique number used in place of a Resident Registration Number when clearing personal goods through customs, such as in overseas direct purchases. It has served as an effective tool for preventing personal information leakage.

However, the previous system allowed for indefinite use once issued without any renewal requirement. This led to difficulties in reflecting the importer's latest personal information over time, making it challenging to timely detect or respond to identity theft.

This amendment aims to resolve these issues, enhance the validity and safety of the PCCC, block illegal activities, and protect personal information more thoroughly.



2. What Changes in 2026? (Validity Period & Renewal Method)

There are three core aspects to this amendment:

① Introduction of Validity Period (1 Year) and Periodic Renewal

  • New Issuances (Post-2026): A validity period of 1 year applies from the date of issuance.
  • Existing Holders (Pre-2026): The expiration date will be set as the individual's birthday in 2027.
  • Renewal Method: If not renewed within 30 days before or after the expiration date, the PCCC will be automatically cancelled. However, if personal information is changed or re-issued within the validity period, the validity is automatically extended for 1 year from that change date.

② Introduction of Ex Officio Suspension/Cancellation and Voluntary Cancellation

  • If circumstances suggesting identity theft are confirmed, the KCS code manager can suspend the use of the code ex officio.
  • Procedures for users to voluntarily cancel their code have been established to prevent unauthorized use and minimize damage.

③ Enhanced Personal Information Requirements

  • When applying for a PCCC, applicants must now provide detailed information without omission, including English name, nationality, and multiple addresses. This strengthens the foundation for identity verification and validation.


3. Implementation Date and Where to Renew

These changes will be fully implemented starting in 2026 after system improvements.

All related tasks, including PCCC renewal, information changes, and re-issuance, will be available through the KCS Electronic Clearance System (UNI-PASS: https://unipass.customs.go.kr) or at local customs offices.

The Korea Customs Service explains that while this amendment may cause some inconvenience, it is a minimum necessary regulation to properly manage import clearance and block illegal activities.
