The customs export and import cargo inspection cost support system refers to the government supporting the costs incurred from export and import cargo inspections within the budget under certain conditions, despite the principle that the shipper should bear the inspection costs for export and import clearance, in order to reduce costs for small and medium-sized enterprises and secure public interest.

At this time, the cargo is limited to 1) container transport cargo by ship, 2) the inspection results of the cargo must be free of illegality, and 3) the cargo must be clearly moved based on the purpose of customs inspection in the logistics flow of clearance. 

 

Therefore, the following items are listed as subjects for export and import cargo inspection costs.

① Imported goods selected for inspection after the customs director reviews the import manifest according to Article 135 of the Customs Act

② Imported goods selected for inspection that are taken out without passing through a bonded area after import declaration clearance within the pier

③ Exported goods selected for inspection at the loading site within the pier after export declaration clearance

 - For example, in the case of pier direct clearance cargo, it is generally brought into the factory or warehouse of a small and medium-sized enterprise without passing through a bonded area after receiving import declaration clearance within the pier.

 - However, if pier direct clearance cargo is designated for customs inspection, additional costs are incurred in the process of moving to a separate location such as a Container Freight Station within the pier and inspecting the cargo contained in the container, and the container loading and unloading fees, transportation fees, and extraction and entry fees incurred at this time are subject to support.
