Yes, that's correct.

According to the Customs Act and related regulations of the Republic of Korea, used cars (including construction machinery) that are not stolen or deregistered cannot be exported overseas.

This is an important procedure to prevent the illegal export of vehicles and to protect consumers both domestically and internationally.

The customs office strictly reviews and inspects whether the vehicle is stolen or deregistered when exporting used cars.

Since April 2017, a system has been introduced and operated to prevent the illegal export of stolen used cars, where used cars are brought into a bonded area and then an export declaration is made.

So how is the deregistration process for exporting used cars conducted?

To export a used car, the deregistration of the vehicle must be completed at the vehicle registration office. Deregistration is a procedure that officially confirms that the vehicle is no longer operated domestically, and only through this procedure can export be possible.

The deregistration procedure guided by the vehicle registration office is as follows.

1. Deregistration Application: The vehicle owner must visit the vehicle registration office and submit a deregistration application form.

2. Preparation of Required Documents:

Original vehicle registration certificate

Vehicle registration plate and seal (returned to the vehicle registration office)

Identification card (when the owner visits in person)

Certificate of seal impression and power of attorney (when a representative visits)

(For corporate vehicles) Corporate seal certificate, corporate registration certificate, etc.

(For export deregistration) Export contract or proof of intended export (for customs declaration)

3. Deregistration Review and Approval: Based on the submitted documents, the vehicle registration office reviews and approves the deregistration requirements.

4. Completion of Deregistration: Once approved, the deregistration of the vehicle is recorded in the vehicle registration book, and a deregistration certificate is issued. Based on this document, the export procedure can be carried out.

These procedures have two important purposes.

1. Prevention of Illegal Distribution: It prevents stolen or illegally acquired vehicles from being exported overseas, thereby preventing related crimes. This helps protect victims of vehicle theft domestically and contributes to eradicating illegal vehicle transactions.

2. Consumer Protection: It plays a role in protecting innocent victims from purchasing such vehicles overseas. Vehicles that are not deregistered may have potential ownership disputes domestically.

Therefore, those who wish to export used cars should thoroughly comply with these procedures to avoid any disadvantages.
